Car won't start. Turns over fine, but does not fire. Fuel pump was not running, so I ran power directly to the pump and it runs. Voltage at the fuse box for the fuel pump is 4.XX volts or less. Fuel pump relay tests good according to the service manual test procedure. Ideas Please.
